The newer versions of ARP use a separate IRI library (iri.jar).  Full checking of IRIs is expensive as well as being complex (different parts of the IRI have different rules by scheme).  This is kinda bad for the semantic web because as a consequence most libraries/java RT are permissive on what they will accept (and differently permissive).  The level checking is configurable IIRC.
